Why would people not need to get re-vaccinated for H1N1?

Supposedly the vaccines before weren't potent enough. If they "weren't potent enough", then why is it that they don't need to get re-vaccinated? It doesn't make sense to me. I personally won't get the vaccine, no matter what, I'm just curious about this.
